UCI provides a full range of services from potential bidders pre-qualification to project implementation.
Pre-Qualification of Potential Bidders
UCI develops a questionnaire to pre-qualify potential bidders. This permits only those vendors who could really meet the requirements to submit tenders, while eliminating vendors with “vaporware” or inappropriate solutions. Pre-qualification helps to streamline the process of evaluating tenders.
Evaluation of Bids
UCI prepares a Bid Evaluation Procedure which covers three key aspects:
Technical quality of each tender, covering what each tenderer agrees to provide through the table of conformance, answers to the questionnaire, and subsequent exchanges of information.
Risk associated with each tenderer, covering the degree of risk associated with signing a contract with that tenderer, such as possibility of slipping the schedule, the possibility of not providing the functions contracted for, the possibility of costing more than the tender price, etc.
Cost of each tender, including base price, price of alternatives, price of future maintenance, price of project implementation, etc.
This tender evaluation procedure describes the methodology for evaluating each of these aspects and the development of a recommendation to utility management.
Contract Negotiation and Development of a Statement of Work
Once the utility management agrees to negotiate with the selected tenderer, UCI assists in development of a contractually binding statement of work, preferably based on the original tender, but with the addition of specific requirements from the tender.
Project Implementation
When the contract has been signed, UCI assists during project implementation by monitoring the progress of the contractor, reviewing documentation, attending project meetings, monitoring factory testing, assisting in possible change orders, and ensuring that the contractor meets the technical and performance requirements in the contract.
